On January 8th, the Board Meeting of the Confucius Institute at the University of the West Indies (UWI), Mona Campus, Jamaica (hereinafter referred to as “the Confucius Institute”) was held in a hybrid format at TYUT’s Yingxi Campus Conference Center. Academic Vice President Yang Xiaowei and UWI Mona Principal Prof. Densil Williams attended the meeting. UWI Mona Deputy Principal Prof. Marvin Reid participated in the meeting via video link.

In his address, Yang first conveyed the warm welcome and cordial greetings extended by Secretary of TYUT’s Party Committee Shen Xingquan and President Sun Hongbin to Principal Williams. On behalf of TYUT, he congratulated the convening of the meeting, acknowledged the achievements of the Confucius Institute in recent years, and expressed gratitude to UWI Mona and Williams personally for their strong support. Yang stated that the Confucius Institute serves as a significant bridge for language and cultural exchange between China and foreign countries, and the collaboration between TYUT and UWI Mona is a vivid manifestation of China-Jamaica friendship. He expressed the hope that this meeting would serve as an opportunity to further promote Chinese language teaching, mutual cultural learning, and inter-university cooperation, thereby contributing to the high-quality development of the Confucius Institute and advancing TYUT’s “Double First-Class” initiative and high-standard opening up.

Williams highly commended the achievements of the collaboration between TYUT and UWI Mona. He reviewed the significant support provided by the Chinese government and its people for Jamaica’s development since the establishment of diplomatic relations between China and Jamaica in 1972, emphasizing the vital role the Confucius Institute plays in promoting cross-cultural communication. He stated that the UWI Mona would continue to support the construction and development of the Confucius Institute, looking forward to deepening exchanges for faculty and students, sharing teaching resources, and collaborating on research, making the Institute a solid bridge for people-to-people and cultural exchange between China and Jamaica.

The meeting elected the new board members for the Confucius Institute, and reviewed and approved the 2025 Work Report and the 2025 Financial Report of the Institute.

During his visit, Williams delivered a special lecture titled Managing University in Turbulent Times: The Role of Strategic Planning at the College of Economics and Management. He argued that in the context of global change, higher education institutions need to transcend traditional management models, taking precise strategic planning and deep international cooperation as their core competitiveness. The “P-VAR Strategic Planning Model” he proposed, along with UWI’s successful practices, provided ideas and references for TYUT and UWI Mona to deepen cooperation through the Confucius Institute and jointly promote high-quality educational development.
