To further integrate international student education resources within Shanxi province, consolidate collaborative efforts in nurturing talents, and deepen the development of the Study in Shanxi brand, the International Students Education Alliance in Shanxi was established at TYUT on November 12th. Li Jinbi, Member of the Party Leadership Group and Deputy Director-General of Shanxi Provincial Education Department, and Shen Xingquan, Secretary of TYUT Party Committee, attended the conference and delivered speeches. The conference also brought together deputy leaders and heads of departments responsible for international students from 15 universities across the province authorized to enroll international students.

In his address, Shen pointed out that the establishment of the International Students Education Alliance in Shanxi is not only a concrete practice in responding to the national Study in China brand-building strategy but also a crucial step for Shanxi to proactively pool educational resources, enhance its influence in international education, and serve the overall high-quality development. He emphasized that the Alliance should build a community for collaborative development, fostering deep cooperation in areas such as the reform of training models, co-construction of high-quality courses, and innovation in national conditions education. It must solidify the lifeline of talent cultivation, closely aligning with the development needs of Shanxi’s industries and benchmarking against international talent standards to cultivate international youth who are both proficient in professional knowledge and understand China’s national conditions. Furthermore, the Alliance should build a bridge for China-foreign exchanges, leveraging Shanxi’s unique historical and cultural advantages to allow international students to immersively experience a real, multi-dimensional, and comprehensive Shanxi, thereby deepening friendships through mutual learning among civilizations. He stated that TYUT would join hands with fellow member institutions, using the Alliance as a platform to pool wisdom and strength, and jointly build an internationally competitive education system for studying in Shanxi — in support of making new and greater contributions to advancing Shanxi’s opening-up to a higher level and strengthening people-to-people bonds between China and other countries.
In his speech, Li stated that international students’ education is a core link in people-to-people and cultural exchanges between China and other countries, an important practice in building a community with a shared future for mankind, and a significant pathway to enhancing national soft power and international influence. The Shanxi Provincial Party Committee and Government attach great importance to the opening-up of education, aiming to build Study in Shanxi into a new highland for opening-up in inland regions and an important support for serving the construction of a strong nation. The establishment of the Alliance is of great significance for integrating high-quality educational resources across the province, constructing a new mechanism for collaborative development, and enhancing the efficiency of international student education management. He emphasized that all members must build consensus and deeply understand the Alliance’s importance in serving national strategies. By positioning itself clearly, the Alliance must fully leverage its platform function by serving as a connector for co-construction and sharing, a promoter of standards and norms, a grand forum for experience exchange, and a booster for collaborative development. He called for concerted efforts, active integration, and proactive action to jointly ensure the Alliance gets off to a good start.
The conference reviewed and approved the Charter of the International Students Education Alliance in Shanxi, including the list of the inaugural rotating chair university, the alliance rotating chairs, and the alliance secretary-general and deputy secretaries-general. Subsequently, an unveiling ceremony was held for the alliance member units.
Vice President Sang Shengbo, serving as the alliance rotating chair, initiated a proposal to all member units with the core concept of “Sharing, Co-building, and Winning Together.” He called on member institutions to use the alliance as a bond to consolidate development consensus, unleash aggregation effects through collaborative innovation, deepen resource sharing, innovate talent cultivation, and serve local development.
The conference invited Liu Wenwei, Vice Dean of the School of International Education at Tianjin University, to deliver a report titled “130 Years of Glory, Responsibility for a Strong Nation: Building the Tianjin University Model for International Student Education Emphasizing Both Standardization and Distinctive Features.” Starting from the case study of Tianjin University, the report analyzed the new situations, tasks, and requirements currently faced in international student work, providing new ideas and approaches for related work in universities across Shanxi province.
The establishment of the International Students Education Alliance in Shanxi marks a new stage of collaborative progress in Shanxi’s international education cooperation. Under the guidance of Shanxi Provincial Education Department, the Alliance will earnestly implement the policies and guidelines for opening-up of education in Shanxi, gather global educational wisdom with a more open attitude, deepen international exchange and cooperation with more pragmatic actions, jointly write a new chapter in the high-quality development of international student education in Shanxi, thereby contributing Shanxi’s strength to accelerating the building of a leading country in education and comprehensively advancing Chinese modernization.
